The power players are paying relatively huge sums into the game so why would the games company want to deter them? If you quit, so what, advertising/promotion is designed to attract a steady stream of new players and they have already received your small regular sums of money. The game company has figured all of this into the monetization and revenue model for the game and it is part of the process through which they make money. You feel powerless and are tempted to quit, and many probably do. When a power player joins a server and brings relatively large sums of money to bear on the games players, essentially you have wasted your small regular sums of money paid into the game. Small relatively regular sums give small payoffs that, when you encounter power players, account for very little.
Huge sums give you massive payoffs/advancement and make you a power player. In games like Chaos and Conquest, in my opinion, you basically need to spend relatively huge sums of money or nothing at all.
